Developing Reform Strategy for State-Owned Enterprises in Central Asia

In cooperation with the Asian Development Bank Institute (ADBI), the CAREC Institute will organize a workshop for the heads of state bodies in charge of managing state-owned enterprises (SOE), public-private partnership (PPP) enterprises, and other relevant CAREC member officials on reform strategies of SOE in Bishkek, Kyrgyz Republic on 26 and 27 September 2019.

The participants will share knowledge and best practices in establishing and managing a PPP, current policy issues in SOE management, role of corporate governance, evaluation of productivity and performance, challenges and solutions during privatization, legal framework and regulations, etc.

The 17th Ministerial Conference of CAREC countries in November 2018 in Turkmenistan highlighted the issue of well-functioning SOE and the public sector reform as a priority. The state property management is one of the tools for state regulation of the economy where the state is expected by the society to ensure integrity, security, proper use, development and improvement of quality parameters, effective functioning and rational use of the entire set of state-owned objects in the interest of people and state. To enhance elements of SOE transparency, performance, and political independence, introduction of a PPP model and the relevant reforms might be advisable.

The workshop is arranged to respond to the priority agenda of the CAREC Ministerial Conference.
